Protect and Preserve
the Historic Character of Highland Creek Village

WHEREAS Highland Creek is one of Scarborough’s oldest historic communities and played a significant role in the early development of the former Township of Scarborough;

WHEREAS by the 1850s, Highland Creek had become the largest residential and business centre in the former Township of Scarborough;

WHEREAS Highland Creek was officially recognized as a community in 1852 when it was granted its own post office;

WHEREAS the community served as an important hub along Kingston Road and was home to a vibrant mix of residences, businesses, and community institutions;

WHEREAS Highland Creek historically included its own school, Presbyterian, Catholic, and Methodist churches, as well as general stores, blacksmith shops, and hotels that served residents and travellers alike;

WHEREAS the village’s historic streetscape, cultural landscape, and built heritage contribute significantly to the unique identity and character of Scarborough;

WHEREAS Heritage Conservation District designation would help recognize, protect, and celebrate Highland Creek’s historical significance for current and future generations;

WHEREAS preserving heritage resources strengthens community identity, supports local tourism, encourages thoughtful development, and safeguards important cultural assets;

WE, THE UNDERSIGNED, CALL ON THE CITY OF TORONTO TO:

  1. Initiate a Heritage Conservation District (HCD) Study for Highland Creek Village.
  2. Evaluate the historic core of Highland Creek Village for designation under Part V of the Ontario Heritage Act.
  3. Work with residents, businesses, Indigenous communities, historians, and community organizations to identify and protect significant heritage resources.
  4. Develop policies and guidelines that preserve the historic character, cultural landscape, and architectural heritage of Highland Creek Village.
  5. Ensure that future development respects and enhances the unique historical identity of this important Scarborough community.

Why This Matters

Highland Creek Village is more than a collection of buildings; it is a living part of Scarborough’s history. Long before modern development transformed the area, Highland Creek was a thriving centre for commerce, education, worship, and community life. Its history is deeply connected to the growth of Scarborough and the development of Kingston Road as a major transportation corridor.

A Heritage Conservation District designation would formally recognize Highland Creek’s historical importance and provide a framework to preserve its unique character while accommodating appropriate growth and revitalization.

By protecting Highland Creek Village, we can ensure that future generations continue to learn from and appreciate one of Scarborough’s most significant historic communities.
